Job Description
Democracy International (DI) is seeking to hire a Finance Officer for the USAID funded Responsive Local Governance (RLG) Activity in Bangladesh, headquartered in Dhaka. The goal of the Activity is catalyzing change within Bangladesh’s local governance system necessitates investment to strengthen Local Elected Government Institutions (LEGI) capacity, improve civil society and citizen participation in governance structures, and bolster multisectoral coordination for quality service delivery. The specific objective of this Activity is to develop LEGIs as an effective, responsive, inclusive, and accountable institution to address social issues and provide quality basic services to the most marginalized. This is a full-time position based in Dhaka. This role is only open to the citizens of Bangladesh.
The Finance Officer will support and assist in the management of all finance and administration for the project. The Officer will also ensure all financial transactions are properly documented and performed in full compliance with DI and USAID accounting regulations, US federal procurement regulations, and generally accepted accounting principles.
- Record financial transactions and perform book-keeping and archiving activities, including reconciliations;
- Perform financial transaction records, audit and integrity checks in a timely manner;
- Assist Finance & Operations Department in all aspects of operations and financial record-keeping, including bank transactions, tax reporting, accounts reconciliations and audit and bill processing and vendor payments;
- Work with supervisors to ensure program compliance with relevant USAID regulations and mission orders;
- Contribute to timely report writing and editing;
- Support tracking of project finances and deliverable timelines;
- Maintain sound financial and operations relationships with USAID and the Activity’s partners to ensure teams are adequately supported;
- Provide administrative, operational, and programmatic backstop support as needed.
- Bachelor’s degree or equivalent in finance, accounting, business management or another related field preferred;
- Minimum 5 years of related experience, preferably within a U.S. Government/USAID project environment;
- A strong understanding of managing finance and accounting, human resources, operations, logistics, and security in Bangladesh;
- Knowledge and experience with Bangladesh tax and personnel regulations and practices;
- Proficient in utilizing software such as QuickBooks, and SharePoint to streamline and enhance organizational processes;
- Advanced proficiency in Microsoft Excel required, proficiency with entire Microsoft Office Suite preferred;
- Experience managing a team;
- Ability to work well within a fast-paced environment with minimal supervision;
- Bangladesh citizenship required;
- Professional fluency in English required.
