Democracy International (DI) is seeking to hire a Director of Finance and Operations for the USAID funded Responsive Local Governance (RLG) Activity in Bangladesh. The goal of the Activity is catalyzing change within Bangladesh’s local governance system necessitates investment to strengthen Local Elected Government Institutions (LEGI) capacity, improve civil society and citizen participation in governance structures, and bolster multisectoral coordination for quality service delivery. The specific objective of this Activity is to develop LEGIs as an effective, responsive, inclusive, and accountable institution to address social issues and provide quality basic services to the most marginalized. This is a full-time position based in Dhaka. This position is only open to the citizens of Bangladesh.
 
The Director of Finance and Operations leads and manages all finance and administration for the project and ensures all financial transactions are properly documented and performed in full compliance with DI and USAID accounting regulations, US federal procurement regulations, and generally accepted accounting principles.
 
Essential Job Duties:
  • Ensure the adequacy of financial controls, bookkeeping, timely financial reporting, accurate monthly management reports, and other ad hoc reports as required.
  • Manage all internal financial processes and maintain financial records, including tracking, reviewing, and processing revenue received and coding expenditures. On a monthly and quarterly basis, prepare written financial summary reports and financial analysis.
  • Continually evaluate and develop internal policies related to financial management. Work with operations and program departments to continually improve financial reporting and forecasting.
  • Manage information and submissions related to organizational insurance policies.
  • Manage and audit information related to federal, state, and local tax filings and business registrations.
  • Serve as the administrative contact and liaison with outsourced vendors.
  • Administer contracting process with all vendors to ensure execution of contracts and timely payment of invoices.
  • Serve as administrative contact and liaison with the organization’s human resource-related matters.
  • Oversee professional development and capacity building for members of the finance and operations team.
  • Act as a change agent in building community and culture at the organization by facilitating process implementation, reinforcing the organization’s mission and values, and enhancing day-to-day work morale and productivity.
  • Manage all aspects of office infrastructure and operations, including office space leases and maintenance, supplies, materials, and technology.
  • Perform as petty cash custodian, execute all authorized petty cash and bank payments, prepare payroll Data.
  • Supervise finance and operations staff.
  • Provide other such similar or related services as DI may reasonably request.
Qualifications:
  • Bachelor’s degree, preferably in Accounting/Finance/Business Administration or a related field; Master’s degree preferred; 10 years of relevant experience with a Master’s degree or 12 years of relevant experience with a Bachelor’s degree;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment; 
  • A strong understanding of managing finance and accounting, human resources, operations, logistics, and security in Bangladesh; 
  • Knowledge and experience with Bangladesh tax and personnel regulations and practices;
  • Proficient in utilizing software such as QuickBooks, and SharePoint to streamline and enhance organizational processes;
  • Advanced proficiency in Microsoft Excel required, proficiency with entire Microsoft Office Suite preferred;
  • Experience managing a team;
  • Ability to work well within a fast-paced environment with minimal supervision;
  • Bangladesh citizenship required;
  • Professional fluency in English required.

  • This position reports to the Chief of Party
